State Board of Education member Moore named WS/FCS interim superintendent

The Winston-Salem/Forsyth County Schools Board of Education has named Catty Quiroz Moore as the interim superintendent.
Moore will begin as interim on June 2, and will serve while the board works to hire a permanent replacement for Superintendent Tricia McManus, who will retire in June.
“I’m honored to step into this role for Winston-Salem/Forsyth County Schools,” Moore is quoted as saying in a release from the district. “I’m excited to work alongside our dedicated staff, board members, and the community to establish a clear path forward. Together, we can lay the foundation for long-term success and ensure our students continue to thrive.”
Moore is an experienced education leader with a career spanning more than three decades in North Carolina public schools. She currently serves as an at-large member of the North Carolina State Board of Education and recently completed a term as interim superintendent of Durham Public Schools, where she provided leadership during a time of fiscal uncertainty.
That experience is relevant to WS/FCS, as Moore will take the helm during a $42 million budget crisis that district leaders are currently trying to address.
From 2018 to 2023, Moore was the superintendent of the Wake County Public School System, the largest district in North Carolina. In this role, she led districtwide efforts in academic achievement, operational excellence, strategic budgeting and stakeholder engagement. Moore held multiple leadership roles within WCPSS, including deputy superintendent for school performance, central area superintendent and principal of Jesse O. Sanderson High School. She also served as a classroom teacher at the beginning of her career.
“We are delighted to have her, and we welcome her on board,” said School Board Chair Deanna Kaplan.
Moore was named the National Superintendent of the Year by Magnet Schools of America in 2022, NC PTA Superintendent of the Year in 2021–22, and the NC Regional Superintendent of the Year in 2022–23. In 2023, she received the Governor’s Order of the Long Leaf Pine, one of the state’s highest civilian honors.
She holds a bachelor of arts in French language and literature from North Carolina State University, a master of school administration from the University of North Carolina at Chapel Hill and a superintendent license from East Carolina University.
